SWEEPING FEDERAL TARIFFS RAISE NEW CONSTRUCTION COST CONCERNS FOR HOUSING

Broad new federal tariffs announced in early April are raising significant concerns for residential construction costs. According to the National Association of Home Builders, tariffs at the scale currently proposed or enacted could add approximately $9,000 to $10,000 to the cost of building a typical new home, driven primarily by higher costs for lumber, steel, aluminum, and gypsum -- materials heavily sourced from Canada, Mexico, and China. NAHB Chairman Buddy Hughes acknowledged that some USMCA-compliant building materials received temporary exemptions but warned that the overall cost burden on residential construction remains significant and will grow as supply chain adjustments unfold in the coming months.

The tariff announcements triggered a sharp sell-off in equity markets last week, with homebuilder stocks declining meaningfully and broader indices posting significant losses, according to multiple financial outlets. Fed officials signaled uncertainty about the economic outlook and indicated the central bank is positioned to wait for greater clarity before adjusting rates.

Alaska Impact: Alaska's new construction market faces compounding headwinds. The state already imports much of its building material supply due to its geographic isolation, and tariff-driven price increases on lumber, steel, and appliances will hit Alaska builders at a premium compared to the Lower 48. NAHB's per-home cost estimates may understate the impact in Alaska markets. Lenders active in construction lending should review builder client pipelines and discuss potential cost and timeline impacts now.

FREDDIE MAC: 30-YEAR RATE CLIMBS TO 6.46% AMID GEOPOLITICAL AND TARIFF PRESSURE

The 30-year fixed-rate mortgage averaged 6.46% for the week ending April 2, according to Freddie Mac's Primary Mortgage Market Survey, up from 6.38% the prior week and well above the high-5% range briefly touched in February. The 15-year fixed-rate mortgage averaged 5.77%, up from 5.75% the prior week. Freddie Mac Chief Economist Sam Khater noted that while the spring homebuying season is underway, borrowers should shop around for the best rate available to them. The rate increases over the past several weeks reflect Treasury yield volatility tied to inflation concerns, geopolitical uncertainty, and ongoing questions about the economic impact of new trade policy.

As of Friday April 4, daily rate trackers (separate from the Freddie Mac weekly survey) showed the 30-year rate declining toward the low-to-mid 6% range as investors moved toward the relative safety of Treasury bonds following the equity market sell-off, though economists noted the rate relief could be temporary if trade policy ultimately proves inflationary.

Alaska Impact: The rate path for the next 60 days is genuinely uncertain. Alaska buyers currently in process benefit from locking sooner rather than later given the volatility. Clients with closings 30 to 45 days out should be having direct conversations about rate lock strategy this week. The April 28-29 Fed meeting is the next major policy marker -- markets are currently pricing in a low probability of a rate change at that meeting.

MARCH JOBS REPORT: 178,000 JOBS ADDED, BUT LABOR MARKET SIGNALS MIXED

The U.S. economy added 178,000 nonfarm payroll jobs in March, rebounding from a 133,000-job loss in February, according to the Bureau of Labor Statistics report released April 3. The unemployment rate edged down to 4.3% from 4.4%. Health care led gains with 76,000 new positions, including a significant contribution from Kaiser Permanente workers returning from a strike, while construction added 26,000 jobs and transportation and warehousing added 21,000. Federal government employment continued to contract, declining by 18,000 in March; federal payrolls are now down 355,000 positions since October 2024. MBA Chief Economist Mike Fratantoni noted that while the headline was stronger than expected, the underlying three-month average of roughly 68,000 jobs per month was well below historical norms, and that the report would keep the Federal Reserve in a holding pattern.

Wage growth cooled to 3.5% year-over-year, the lowest annual rate since May 2021, which economists cited as potentially helpful for inflation pressures but also a sign of softening consumer spending capacity.

Alaska Impact: Federal workforce contraction is relevant for Alaska in specific ways. Joint Base Elmendorf-Richardson and federal civilian agencies in Anchorage and Juneau are significant employers. AMBA members should be paying attention to any local ripple effects from federal downsizing on borrower qualification and employment stability. The construction payroll gain nationally is worth noting as a potential positive signal for future housing supply, though Alaska's construction activity depends heavily on local factors including permitting, labor availability, and material costs now increasingly shaped by tariff policy.

ANCHORAGE SPRING MARKET SHOWS TIGHT INVENTORY AS BUYING SEASON OPENS

The Anchorage housing market is entering the peak spring buying season with low inventory and stable prices, according to current market data. The average Anchorage home value stands at approximately $394,000, up roughly 3% year-over-year, with homes going to pending quickly -- often within one to two weeks -- according to Zillow market data. Inventory remains constrained, and Alaska statewide data from Redfin showed early 2026 listings running meaningfully below year-ago levels, with new listings also declining. Industry data indicates homes are selling at close to asking price. The Alaska Legislature's 2026 regular session is scheduled to adjourn May 20, with several housing-related bills in various stages, including HB 184's workforce housing provisions now pending in Senate Finance.

Alaska Impact: This spring buying window is critical. Anchorage inventory constraints are well-established, and buyers who are ready to move now are competing for a limited pool of homes. Lenders and brokers should be proactively reaching out to clients who were on the fence this winter -- the combination of homes selling in days and tariff-driven new construction cost increases means waiting is unlikely to produce better options. With the legislative session entering its final six weeks, AMBA is also watching HB 184 and related housing bills closely.
