Technical analysis for legislators, agencies, and media
Before you write it, ask the people who will have to close loans under it.
The Alaska Mortgage Bankers Association provides non-partisan technical analysis on mortgage and real estate finance legislation, on the record and at no charge. Our members originate, insure, appraise, and close most of the mortgage volume in this state, which means we can usually tell you within a day how a drafted provision would work in practice in Bethel as well as in Anchorage.
AMBA is not a political action committee. It does not endorse candidates and it does not contribute to campaigns.
What we can do
For a legislator or staffer
- Read a draft and describe its operational effect on lenders, title, and appraisal
- Explain how an existing statute or federal rule currently works in Alaska
- Provide written analysis or invited testimony, with the association's position clearly separated from the technical facts
- Find you a practitioner who does the specific thing your bill touches
- Tell you how other states have handled the same question, with the citation
For a reporter
- Background on a housing or lending story, on or off the record
- Plain-language explanation of a rule change and who it lands on
- Alaska-specific context on national mortgage data
- A named source who will return your call inside a day
What we will not do
We will tell you when a question is outside what the association can speak to, rather than guess. AMBA takes no position on most bills, and on a bill where the association has not taken a Board-approved position, anything we tell you is technical background and not an AMBA position. We will say which it is every time.
We do not comment on candidates, campaigns, or party positions. We do not speak for any individual member company.

Lending and licensing
Mortgage licensing under AS 06.60, regulatory fees, origination practice, ability-to-repay, and qualified and non-qualified mortgage products.
Programs
AHFC programs, FHA, VA, and USDA lending as they operate in Alaska, and conforming loan limits.
Transactions and title
Foreclosure procedure, recording requirements, title insurance, closing practice, and real estate transaction requirements.
Federal interaction
Where a proposed state provision would be preempted, duplicated, or complicated by Regulation Z, RESPA, HOEPA, or agency guidance.
Valuation
Appraisal practice in rural Alaska, appraiser availability, turn times, and the effect of drafted deadlines on communities served by a single appraiser.
